This status is assigned to a foreigner who has a legitimate fear of violence and harassment due to a political crisis, or in connection with the actions of a group that is a source of racial, religious threats, as well as due to other events taking place outside European countries, as a result of which this person leaves outside your country; in addition, this status is assigned to a person who cannot use the protection of his country, or who does not want to use the protection due to the threats and fear mentioned above, or to a stateless person who was outside his country before the occurrence of these events, or who is unable to return to his country, or who is unwilling to return because of the fear and threats present; this status is assigned after the completion of the necessary procedures. Conditional refugees are allowed to remain in Turkey until they are placed in a third country.

Turkey accepted the Geneva Convention of 1951, using its right to choose the place provided in paragraph 1, subject to the "Geographical limitation". Accordingly, a conditional refugee is a person who applied for international protection from Turkey in order to then move to asylum in a third country, claiming to have refugee status due to events taking place outside European countries.

Refugee status is not granted to citizens of Ukraine: instead, the status of people who need secondary protection is granted. The only difference is in the name. To acquire this status, you need to apply to the Department of the Migration Service. In any case, those who have expired visa, residence permit, who are now in the territory without the appropriate documents, should not worry. According to the statement of the migration service, in any case, these persons will not be deported and will not be subject to fines and sanctions.
